These objectives seem reasonable and wide-ranging.

Best practice in relation to Leadership and Governance by empowering the local community has only been initiated recently. Gosford City Council is the highest complained against City Council within NSW. Local councillors do very little in relation to issues raised by the local community. The lack of vision reflects poorly on leadership at the Executive level. How long have you talked about redeveloping the Gosford waterfront area? 10-15 years? The community is now demanding that time frame is not acceptable, employment is needed on the Central Coast for our youth now.
Observe how the Gosford CBD is barren throughout the week and in particular on weekends when you can't even buy a coffee.
An annual report needs to be easily accessible to the community and distributed in hard copy to all households requesting one. Stop sending staff overseas on fact finding missions wasting money and start talking to the local community.

The council bureaucrats, executive management are significantly lacking in leadership, leadership requires vision and action. The continual hiding behind procedures shows a lack of will to change, listen or use common sense to the apply sensible solutions to issues put forward by rate payers.

Honestly, are you still spending taxpayer's money to ask taxpayers about the way decisions should be made for the taxpayers? If you can't figure this out on your own then you should sack yourselves.

I think its noble to engage in the communities ideas but as seen in the scuttling of the ship senario to much collaboration doesnt get the job done. There needs to be a power that makes sensible decisions and just does the job. There are so many opposing attitudes towards so many issues that if Council panders to everyone nothing will ever be done. We have to have a council that is collaborative transparent and well informed, but most of all decisive.

The community requires its council to adminster in a decisive manner. This should involve community consultation, and the community should in general be listened to, however, and action is required. There needs to be accountability within council for the decisions taken and not allow the hiding behind regulations, strains of "Yes Minister".
